Technically, usually a banker is bounded by set of rules in casino, but home playing usually is ok. It seems your relatives are not very friendly and takes issues seriously.
Why banker is bounded by rules is because:
1. If banker has blackjack but dont declare to end the game, then within the same amount of time, there are less transactions of games and will lessen casino earnings
2. It wastes players' time to contemplate on getting another card, somehow like playing with them, then you declare black jack, players/customers may see as you playing with them
3. If banker has blackjack but dont declare, what if people double-down, then they will be wasting 2x their bets etc
For relatively playing, the situation arises when what if you play the Go Leng (i.e. 5 cards = 3x winnings) or 3 sevens, when people have to draw cards, then do they will over the blackjack or not?
So, such things will follow casino where the blackjack must be declared first thing and winnings/loss settled and then rest of players continue.
If the dealer is dealt Blackjack - or 21 - all losing bets are immediately collected from the players. The only time a player will not forfeit their bet on a dealer Blackjack is if they too have 21.
At casinos, the dealer gives himself two cards, one face up the other face down.
Then all players play against the dealer.

and players will have option to buy insurance. than the dealer will declare blackjack or not.
if YOU are the player and some banker waste your time and don't declare blackjack at the beginning, how will you feel?
The dealer plays last.
At home, set the rules first.
is it to hard to win?? because you will be playing against the other player and the dealer.
you have 2 cards, face up and face down. if 10 points face up, check the facedown card to see if it's an ace, if it is, show and collect bets. only when your face up is ace do you give the option to collect insurance then check.
like this for casinos anyway.
but as they said, set rules first. singaporeans play this with rules by word of mouth, so they have no idea what is going on in the casinos and just take what they've heard to be true. also got other rules like blackjack pay how much, dealer hits on soft or hard 16/17 etc.
A word of advice! Do not play blackjack at casinos.If it is your game ,then the table must be occupied by your friends.If there is an outsider at the table you will probably lose because he or she draws cards unnecessarily.
