I recommend NIE once again. : D
Even if you cannot enter NIE's degree course, you could enter the Diploma course and crossover to the degree course after 2/3 years if your results are good.

It is not impossible to enter local uni, but he must be prepared to have other backup documents / certs / recommendations...

I'm 16, and my old schoolmates who went over told me that their syllabus is roughly 3 years behind ours (i.e. learning calculus at about only 19/20 years old while I have already learnt it for O' Levels), both at secondary and tertiary education levels.
Australia has close to 40 universities, and Britain about 70+, the US? Close to 4,000. With these vast numbers it's easy for people to find some mediocre universities there to claim that local U is better. which is of cos a sad joke.
An analogy to describe this is like a loser marrying the ugliest fattest girl out of 10,000 girls in a room and saying that you feel proud you manage to be married.
Many Singaporeans, from both JC and poly, will try to and eventually go to Australia's top universities. There's about 8 of them, I didn't go to Australia but you can look it up on the net. Melbourne, Sydney, UNSW, Monash, UQ, UWA, ANU and Adelaide. I can assure you that Singapore employers take employees from these universities any day over local grads.

Even Australia's top universities have produced a total of more than 10 Nobel prize winners compared to Singapore's shit institutions - zero. Don't need to delve into US and UK.
