Claiming that graduates are smartest is making a sweeping statement, perhaps a hasty generalisation. They are clever in their own ways that makes them more valuable in the labor market as compared to skill sets such as "toilet cleaning" and "street busking".
They learn more, they know more, and they are more sought after for their expertise. Due to the limitations of the human mind, not everyone is capable of becoming a "graduate" (depends on what kind).
It all boils down to supply and demand - not every human mind is capable of mastering quantum physics and biochemistry, and it so happens that the tougher ones to master have grown increasingly important in comparison to easily attainable skills.
Academic rigour is another thing..but I guess I would not mention it.
