I think this is the crucial point.
Most of our 40+ only have O levels, it was considered to be enough in their time.
1) During the past 2 decades at that point of time Many people did not want to upgrade as Singapore was the only top destination for worldwide businesses in Asia.
2) singapore is slave driven economy
3) In the name of maintaining local uni rankings, onyl a privileged few get uni education
The above 3 factors contributed to singapore not appearing on the list even though its a OECD country.

hey, there is nothing wrong maintaining the ranking of our uni, wat is privileged?
we work hard to get into uni one ok?
the real privileged ppl wont study in SG la....they go oversea buy cert.....
if dun set high standard, den what is the purpose of the cert? might as well, send ppl giving degree at MRT station(just like today new paper)......

hmm... does the result take in account the number of uni and vacancies available for people to study for a degree?

As usual, achievements by developing countries have been glossed over.
Sri Lanka has achieved a literacy rate of >90%, to quote an example.
