You seems to have alot of letter to be translated.
The writer of this letter basically just want to tell you to stand behind the yellow line.

Whoever wrote that letter had a very very old education. That style of writing is ancient and the penmanship is horrible. Writer should write the letters of a word closer together to distinguish it from the next word.
Anyway how did you get this? Lol.

from my dad's antique documents collection.u don't know what it says?

Not at all. I think the person writing it also has bad spelling. Anyway, I think you will need to ask an older person, preferably a Tamil teacher for help in translating it.
