mr smart a22, HDB prices its flats with market approach based on amenities, facilitites ect.. and not cost price approach. And ya resale flats are th eones which get upgraded and they do drive up the price of new flats..

market approach base is used by property agents selling the flats for advertisement, not by direct selling by hdb itself...
