Why do people accept under table money / bribery?

Is it worth the while or not? Really so short of money meh? Or some ppl severly underpaid?
I mean cases in Singapore. Other country, I know policemen get something equivalent to S$190 per month and the household expenditure is about S$500. So bo pian. Have to take bribery. If not, whole family goes hungry.
But in Sg leh? And I mean ppl who are in mid mgt onwards. Not janitor who gets $800 and has six children at home. (note: about the janitor, I not referring to any particular race ah! so dun get racist ah!)

- Many of his peers are also accepting bribe (Social Proof)
- Persuasion by the briber by emphasizing on the gains (by focusing on the certainty of monetary gain) and minimizing the risks (by focusing on the uncertainty of being caught and damage caused to others by his actions) of the bribe.
- Past successful bribery makes it hard to reject subsequent bribery (can be either due to self-herding or blackmail by the briber - all it takes is just the very first bribery)

Most people maybe can reject monetary bribery....but harder to reject other kinds of subtler forms of bribery........
