PRC 1 said that he/she has been trying very hard to learn English, that's why he/she makes it a point to speak English to her colleagues. However, the colleagues only replied him/her in mandarin. He/She's upset about it. Feeling that he/she's the only one in a solo performance..
PRC 2 said that she heard two shopkeepers chatting in mandarin. He/She then spoke to one of the shopkeepers in Mandarin. The shopkeeper replied in English instead. He/She felt offended.
So, if a PRC were to approach you and speak to you in English. What language would you use to reply him/her?
If a PRC were to talk to you in mandarin, would you purposely make things difficult for him/her by replying in English (like what the shopkeeper did)?

PRC 1- The colleagues probably feel weird speaking to her in English. Maybe if he/she sound off & tell them the reason, they will be more than happy to reply in English.
PRC 2- The shopkeeper don't like you. Plain & simple.
give her some money and ask her to wait for you in the Hotel will do, no need talk so much

My malay frens said they took bus driven by PRC guys, asked them route in english, they dun understand and also cannot talk english, chicken and duck how to talk???...this is call world class Bus Service

Depend on mood and how pleasant/unpleasant the PRC is.

PRC 1 - some people tend to speak chinese to PRC thinking it will be easier for them. so the colleague who replied in chinese is actually good-hearted.
PRC 2 - shopkeeper may be more accustomed to speaking english, that's why he spoke to the PRC in english.
for me, it is highly likely that i respond like the colleague and the shopkeeper depending on my mood :P
