  Are all the town councils in singapore managed by HDB or which is the company(Companies) that manage them?

  Town councils are not managed by HDB. HDB after building the flats are handed over to the town councils for management. Town councils then sub contracts it out to another company to take care of it, for example, premas.

  no one manages the Town Councils. they are independent bodies whose "person in charge" is the relevant politician.
