Bicycle collision at ECP

Lets say you are cycling at ECP on a very crowded weekend.
You bike langga another bike.
You are on the ground, the other person also on the ground.
But the first thing the other person does after standing up(before you) is to ask you "Sorry, are you all right?"
What do you think of this person? -
bicycle users should be trained or educated for traffic rules?..I think they should..

i ever kena whilst overtaking on right, this boy suddenly decide to do u-turn.
i brake and front brakes locked, rear wheel fly up and my feet touched the ground and i ran forward, buang bike. the boy stop halfway doing u-turn in shock. -

if you are a guy, and the one asking is a pretty gal, guess even in pain, you also have to tarhan abit,
