sometimes shopping centres got sale some branded clothes selling for 10 bucks only...........or those expo sale also good....................i think john little also another one..........
look out for those closing down sale..........moving sale............if not urgent look around those more ulu shopping centres like Katong shopping centre this type...............
Other alternatives, try Pasar Malam around SG, those shopping areas in Malaysia or online from the blogshops, some seems pretty decently priced.
But I once got kena, buy black jeans from a pasar malam, bastard thing after entering the washing machine, comes out shredded. Like seriously kena blended or something.

if you're local and still liable for ns callup, use emart credits to buy. free delivery when buying in bulk.
