only microcomputer will not do any good, u need to write the gerber file
u also need to know exactly what u need before choosing the microprocessor
if the PIC mircoP are passive components you can check as stated about. note soe biggercompanies don;t deal with casual buyers. while smaller chinamen ones maybe can provied you meet their MOQ - minimum irder quatity and pay for it. screws hatdware will be easier i ever bought using my own name for company usage last time but claim pettycash to company instead with formal receipt submission.
the USB programing circuit if its a printed board sortta device mayb dificult to get just one piece. maybe can ask around frist at simlim. if you doing project for school maybe can consult lcturers or seniors on how they get them.
