In Singapore, if the person have a rotting scalp or patchy hair drop, I think he will see a doctor, not a barber first. If the barber see something like that, I dont think he will dare to cut his hair also.

You can always tell the hairdresser to cut it thinner, otherwise their version of thin on the sides isn't thin at all. Tell them to cut GI style thin, or thin enough to show skin.
