Few of the main reasons that put off couples from getting hitched, not to mention having babies (and more of that) are not being able to have enough money for a good wedding and a home. Roof is the most basic need.And to get a home is not easy with many years of commitment and upfront cash payment. Nowadays, going dating already need money..and not all wanna settle for a 'just sign and be married' ceremony. I do feel sorry that couples of today have to start off their marriages with a life-long housing loan debts and uncertainties. The government sure needs to address these fundamental issues.

Based on my own experience, reasons why couples are not willing to have babies (I use the term 'babies' not "kids")
- Unwilling to compromise current comfortable lifestyle of couples
- Fear of financial burden with a newborne in terms of higher costs in hiring maid, education and daily baby expenses
- Higher focus on building one career and lesser focus on family bonding
My recommendations
- Free education on pre-school for first and second kids
- $50 000 lump sum incentive for mother who resign to become full-time mum for 2nd kid only.
- Education to brain-wash parents to instill the idea that kids bring happiness not burden.
At the day of the day, it is all about money. No money, no talk and no baby.

I have a good idea. Why not garment set up a permanent child care centre. Take care of kids (24 hours a day, 7 days a week, 365 days a year) till the child grow up then return to their biological parents. I understand that taking care of young kids is a hassle which my friends are complaining about. It is not just about money, it is about freedom too. Very weird right but I guarantee it will boost the birth rate for sure.
The government better take action soon in case the birthrates further drop.

can you imagine going to ur parents and thinking "are they my parents..? wow... i nvr seen them before" and all thier psychological problems that developed over the years. they would be thinking "why'd u leave me there" "dont u want me anymore". Its not that simple...
i also agree costs one of the key issues.. but there's also one thread about people not managing their lifestyle well. why buy things that are not really neccesary for survival? if they can manage their upkeep, then in the first place they wouldn't be caught in so much financial woes. if people are so materialistic, then how come they aren't so educated in economics? simple accounting to negate ur expenses and stuff.

So indeed financial incentive DOES have an impact.
But I think the conclusion is, not that the financial incentives does not cover the whole story (such as psychological changes or lifestlye changes), but I would say that the amount is not bold enough. That is why the effect is marginal.
Also some of the so-called lifestyle changes can be addressed by measures such as paternity leave, maternity leave, flexi working hours, more childcare centres, and so on (this is all geared to minimize the lifestyle disruptions and to form a support mechanism)
Another thing which is possible to be examined further is the role of in-house help, aka, maid.
If Im not wrong nowadays the trend is moving towards further tightening, taxing, and regulation, on maids. This should be reversed.
If there is plentiful of in-house help, this should be beneficial and can help encourage family building.

The child will received extremely little love form her/his birth parents. to the child, its just a stranger they do know. it makes the child thinks that parents find him/her a budern. in the end, no one takes care of old folks. higher tax come in
