there is a $2.40 per head cut at clementi.
near blk 170 boonlay place (the area with alot of rented flats) have a hairdresser. the guy cut quite nice, $6.50
pioneer mall have a salon, located at lvl 2. in there got 2 chinese female hairdresser, one fat one thin. ~$15 per cut, quite stylo especially if u want to cut layers or bop.
jurong point 1 got malay barber at level 3 opposite kopitiam. not bad too. should be around ~$10.

Hair wax/spray nowadays can compensate for average haircuts, average hairdressers already good enough if you know how to style afterwards.
