COMMUNICATIONS manager K.M. Ho was... punched in the face and slammed twice onto two cars... The assault left Mr Ho with a facial wound which needed four stitches, internal bleeding in his left eye and cuts on his nose.
...
The police said they questioned the suspect but did not arrest him because the alleged offence - voluntarily causing hurt - is not a seizable one.
A police spokesman said: 'The complainant was advised to lodge a magistrate's complaint should he wish to pursue the case against the defendant.'

Hi... Section 321 Capter 225 (punishment section 323 chapter 224) Whoever does any act with the intention of thereby causing hurt to any person, or with the knowledge that he is likely thereby to cause hurt to any person, and does thereby cause hurt to any person, is said “voluntarily to cause hurt”
This law is very subjective because a punch is very subjective... if someone punches you but you don't are not hurt, it will not be brought to court... if you and your bestfriend fight and he accidentally punch you until you're bleed a little bit, would you want the police to arrest him? You can however file a magistrate complaint and the magistrate will review the case on a case by case basis...
However, section 322 Cpater 224 (punishment chapter 325 chapter 224) Whoever voluntarily causes hurt, if the hurt which he intends to cause or knows himself to be likely to cause is grievous hurt, and if the hurt which he causes is grievous hurt, is said “voluntarily to cause grievous hurt”.
Grevious hurt is classified as section 320 Chapter 224:-

If you want the police to arrest your bestfriend, will the police do so if you lodge a report or will the police ask you to go and lodge a magistrate complaint?
I dont know about law, but common sense says that if you beat someone with your bare hand and stomping leg on somebody causing hurt and blood and broken ribs...you will be definately be charge, fine + cane.
Even if you are the first one who throw a punch on someone, you will be charge for causing hurt, fine + cane.

very much depends on the intentions to harm...
seizable would be the guy kena arrested...
but then, here, even non-seizable doesn't mean the guy would not be charged later if the complaint was made against him and if found guilty, the guy can still be imprisoned for the assault

but if its non seizable, some victims will find it too troublesome and they do not know how to lodge a magistrate complain.
Lodging a police report is definetly more convenient and easy than lodging a magistrate complain.
Some people arms and legs are their weapons already, but I feel that physical hurt is not an issue, people can get heal and maybe the oppressor get a fine of sort, for me, I use the intangible chop that cut deep into victim mind and soul to churn profit and gain, leaving the victim mentality hurt for years to come

Yup but what if police say its a non seizable offence and ask them to go make a magistrate complaint?
The victim may not know how to do it and find it very inconvenient
