  it isn't just the pinoys doing this.. this is very prevalent amongst the PRC, the Indian subcontinent and African countries too..

  the quality of the counterfeiting varies widely..

  and what is scarier is that there can be totally unqualified people who have bribed the relevant authorities into issuing them valid certification...
