caught littering cig butt

Hey guys.. So I just got fined today for littering of a cigerette butt. Now I know most of you might just flame me. But it was a clear honest mistake, as there was no rubbish bins nearby, I thought of flicking the ash and bringing it into the school to dispose of it. But I accidentally flicked the entire butt into the drain instead. Just nice 2 nea officers come and fine me, I tried explaining but they wouldn't listen. I'm thinkking of heading down next week to beg for leniency at the nea building.. Any comments? I know smoking is bad and all but that is not the issue now, the issue now is that I committed an honest mistake and I got fined for nothing.

You accidentally flick the butt into the drain.., did you try to retrieve it from the drain? Or did you walk away pretending nothing happen.

You can try but it is difficult. The NEA guys have only one kind of job to do and a quota for the day's work, of course they won't give you a chance.
You can go to their HQ and appeal to a different set of people.
Beware that at this early stage, I'm not sure if it's a police case or being handled by the NEA. Meaning you might be offered a compound fine and if you don't pay, you get a bigger fine. If you don't pay that bigger fie, it becomes a jail term.

Yea I'll definetely pay up if there isn't a way out. I'm just asking if there is a chance if I might not get fined as I didn't do it on purpose. I always throw my butts in the bins, and to jojobeach, the drain was the one with many openings, meaning it can't be opened. Of course I couldn't do anything about it

Hahaha that is exactly what I'm thinking. I'm definetely quitting smoking after this incident, but the $300 fine still bugs me if you know what I mean?

My uncle died at the young age of 57 from lung cancer. Why? Simple: he had been smoking for as long as I could remember.
I wish he had gotten a $300 fine when he was your age, so that he could be alive now.

They changed it. It's $300 for first time offenders already. And I think I didn't type exactly what happen. I tried to retreive it, but it's in the freaking drain for crying out loud, what do you expect me to do? The most ridiculous thing of all is, when I was walking back to school, the NEA officers then came and approach me and ask me where my cigg butt was.
They saw me leaving the school to smoke and coming back without it and questioned me, when I tried to explain they didn't even bother listening, so isn't it unfair?!
If they really saw me littering, they should have apprehended me at that point of time. What they did was just assumption, I explained that the cigg butt landed into the drain because of carelessness but they didn't even bother listening.
How could they have just assumed without being there at that point of time?! Isn't it ridiculous?

They say you flick the butt. They saw you try to retrieve the butt. They ask you where is the butt. It means they want to know if you retrived it or not. Since you cannot show the butt it means you left it in the drain.
Better get your story straight.
And go and appeal.
The point to emphasis is that you tried to retrieve the butt and the NEA officers saw it.

@jojo A lot of my friends have gotten caught by NEA before. Which makes me think twice of littering everytime. The moment that butt dropped into the drain, I was like fuck! I looked around, and there was no one in sight AT ALL. The moment I walked into the school the NEA officers approached me and assumed I littered because there was no rubbish bin in that area. If they caught me flicking the butt purposely, of course I wouldn't fight back at all because I got caught red handed. But why should I pay the fine when I wasn't at fault at all? I mean imagine you were holding your tissue when someone knocked into you and the tissue flew into a drain, would you feel that it's fair if you got fined for that?
@maverickz What do you mean report them? I understand that they are doing their job but there is no way they could have saw what have happened given where they were camping. Could you explain?

As before: just pay the fine and see it as a great reason for you to quit smoking.
If you want to argue with NEA and take them to court, fine, it's your choice. But you also have a choice to just recognize that you got into this problem in the first place only because of your smoking habit.
Do not allow yourself to look back in regret 30 to 40 years from now that you did not use this expensive lesson as a means of making you quit smoking.
