In today's climate where the top 1% of income earners earn 40% of the income, there is much anger and resentment at high-up officials who are ripping off the 99%. The average CEO earns 45 times the average wage. Poverty, poor health and living conditions suffered by low income earners and those unable to find a job in these times of high unemployment, can only ultimately lead to crime. So I propose this question: Why isn't Singapore caning these high-income workers who commit crimes which rip off the poor? Everyone deserves a fair chance in society, and modern capitalism has made the chances of success totally unfair.
While Singapore law responds harshly to cases of white collar crime by prison sentences, it seems to reserve caning mainly for blue-collar offences. However, the damage inflicted by these white collar criminals on the poor is harsh, and unfair. In addition to a prison sentence, there needs to be the added humiliation of caning as a deterrant to these wealthy rich earners who earn vastly disproportionate amounts of money, that being unfair in society will not be tolerated.
Therefore, I propose the following changes to Singapore's current caning laws:
(1) Raise the maximum age at which someone can be caned from 50 to 60. This will take into account the fact that a very large number of stinking rich white collar criminals are in this age bracket.
(2) Lower the age at which someone can be a caner to 16 or 17. Since someone is also able to join the army and go and fight a war at this age, it only makes sense that they should also be able to be a caner.
(3) Abolish the cane for certain petty blue-collar offences that are only committed by the poor because they are being victimised by society. This may include some instances of burglary when the person is fighting to survive, as well as petty crimes like graffiti.
(4) Expand the accountability of persons in authority who earn vastly unproportionate amounts of money who are seemingly untouchable, by letting them know that their actions will result in caning.
