Neighbour Problem

Guysssss!!! I got this loser neighbour and his bunch of retards forever dancing and blasting music at the lift lobby like he owns it sia. Many times I have difficulty walking past those losers to reach the lift , especially so because I love to cycle. They also drink beer and sometimes sleep at the lift lobby, i feel damn unsafe and worried living with such dogs. Not only that , they blast music at home too till about 11pm almost everyday. Can someone recommend me how to deal with them ? Complaining or something? Please advice me I can't tolerate them anymore
