Speaker's Corner.
The fact that we need a speaker's corner is fact enough something is amiss.
The second fact that we need to moderate speeches show yet another defect.
Defect at birth is not understood. So on and on, we keep having to blame and blame.
This state of affairs is unhealthy.
The least to do is sometimes to be natural and see what happen.
When government keeps imaging all these problems, there will be problems.
I believe we need more liberalization and openness.
With more liberalization and openness, people will stop shooting off their mouths. Try it. It will work.

Sure, from day to day experiences, this self-reliance may be a better course of action sometimes.
Like a parent lecturing a child, if tolerance and guidance are attempted, problems may be better solved. We are dealing with human beings and must not be too mechanistic. When people complain or write to the press about certain issues or problems, there must not be all the keyed-up paranoid ending up to penalize the parties targeted. We don't need more regulations but less to bring about an open and more liberal society to flourish arts and vibrancy.
Chewing gums may be bad for certain decorum or cleanliness. Action should be more moderate and at the end problems will straighten out. Inaction is also a course of action just like action. However civil service may be reacting to show to upper echelon they are doing something, resulting in more regulations and penalties. It may be wiser for people not to complain against fellow citizens for misdemeander or else there may be more new policies or actions taken.
