  unless u are absolutely sure that you got 50/50, modulation is the only explaination.
  
  e.g. if the criteria to pass is 46/50, but if there're too many people achieving higher than 46/50 (at least higher than their quota), they will raise the passing mark to 47/50., so on and so fro.

  cant rem how much was it partially but i recall spending close to 1.5k in total, to get the license.
