But she will hug you when she's feeling down.
And if you were to hug her, she allows it.

first is maybe she enjoys being friends with you and think that u two can click.. that's all nothing further.that is to say if wanna tok abt relationship then maybe u not her type...
or maybe she feels that u two can click and can further yr r/s with her (more than friends) but she needs more time to know u better.
think now just be friends first and see how it goes and her attitude towards you.. if she feels she wants to continue and further develop the relationship then i think she might drop heavier hints for you to act upon it. if not then she might draw the line clearly after sometime. -

Make her feel assured of u and let her consider whether she can further the relationship. dun compel her but yet give her spaces to breathe and soon u have ur ans
