Countering Threats----
Over the years, ISD and its predecessor, Special Branch
, have dealt with many threats to SingaporeÂ’s internal stability, security and sovereignty:
Communism
Communal Challenge
Terrorism
Espionage
2.While a terrorist incident is highly visible, espionage cases are not. In 1982, the ISD exposed and expelled two Russian spies for espionage activities in Singapore. One was Anatoly Alexeyevich Larkin, a Soviet military intelligence (GRU) officer, who attempted to cultivate a SAF army officer holding the rank of 2nd Lieutenant to conduct espionage against the SAF.
The other was Alexander Alexandrovich Bondarev, another Soviet military intelligence officer, who was sent to take over a Soviet spy network which had a local agent working for it since the 1970s.
More recent cases include the ones when the ISD arrested two persons in 1997 and another 4 persons in 1998 under the ISA for involvement in espionage and foreign subversive activities prejudicial to the security of Singapore.
Of the two persons arrested in 1997, one was a male Singapore Permanent Resident who was a deep-cover operative of a foreign intelligence service. He had used the other, a female Singaporean, as a collaborator.
Of the four Singapore citizens detained in 1998, three were controlled agents for a foreign intelligence agency. One of them recruited the fourth person to collect intelligence on and to subvert a local community organisation.
All six of them have been released.

its like if the singapore government goes to russia and meet the russia government, wont the russian government be like paiseh?

With reference to TS's thread, it seems that the Russian had lost their touch in espionage. Or another case of selective reporting by the 146th, whom sometimes left out Russian counterparts?

But there is some truth in it.
You want to know where the spies report? American spies report to MacDonalds and spies from other Nationality report to their respective Embassy. As for Espionage, I agree that some money will be wasted. But dun do it overboard. -
don't be afraid of CIA, KGB/FSB, or MI6........over-rated......
be very afraid of Malaysian Special Branch, M'sian Intel.........they are good....so good that their agent was in fact a leader of the Communist Party.......the infamous Lai Teck.....that's why the commies failed in M'sia while they were successful elsewhere..........
don't be surprised if some singpore big shot one day is revealed as a m'sian Special Branch agent........shades of Lai Teck.....

'By far the most dramatic was the bizarre account of a bungled American CIA exploit in Singapore. Late in 1960, according to Lee Kuan Yew, a U.S. agent had flown into Singapore and tried to bribe his way into the city's Special Branch intelligence net. He was taped and filmed in the act, tossed quietly into jail. Lee then offered to free the agent in return for $33 million in U.S. economic aid for his nation. The U.S. refused, said Lee with superb aplomb, and instead "insulted" him with a counteroffer of $3,300,000 for Lee personally and his People's Action Party.
With the Kennedy Administration about to take over, Lee decided to abide the insult long enough to test the new President's response. It was straightforward and unequivocal: no under-the-table money at all, economic assistance only on its merits—and only if it was clearly not a quid pro quo for the spy's release. Secretary of State Rusk sent Lee an apology, and Lee let the agent go without fanfare.
