First of all I'm C9L9 with chronic enzema, asthma, thalessemia minor, and fractured tibia. Excused from lower limb activites, uniform and heavy load.
Currently at OETI as Armor Techincian. Lots of my friends are asking how i got posted there and I cannot give them an answer. I've got a BMT mate in the same class with me also with skin problem and he too complains that he is unable to take the conditions there.
First of all I have a specialist letter ffrom NSC(National Skin Centre) saying that the doctor suggests that I be re-vocationed and further excused from uniform. The problem i have now is that my PC is totally hinting to me that he will not let me OOT at all and my skin condition has already gotten worse. Went to see the Chief Clerk and MO abt the specialist letter and all I could get was asking me to wait till the medical dockets come from tekong which they claim would take a rather long time.
How do I go about trying to explain my difficulties? I've already stated in my PC interview and to my MO. The specialist letter has already been issued but my PC refuses to see it and I really cannot take the conditions there. Plus the sawdust and all has caused me a respiratory infection just recently! I need help and some advice on how to go about handling this case

u have to let ur PC or someone equivalent see the specialist letter about ur conditions... Technician posting for c9l9...wat a joke

First, has your unit MO endorsed your specialist letter? If endorsed so, you can use the excuse chit issued by unit MO to show it to your PC. If all fails, the only course left is addressing the issue with your unit CO. -

such irresponsible behaviour of an officer to refuse attending to his men's needs. which in your case looks pretty serious judging by your vocation and PES status.
if your PC continues to turn his eyes on this, seek help from the next superior in the chain of command. do not go to the CO unless it really cannot be helped. -
Talk to your S1. If that fails, go to your CO. But 1st, you must garner the support from your MO. Seriously, how did the MO respond when you explained your situation to him?
Wait for medical docket? Isn't it all computerised, and since its an urgent case, can't they request for it to come in faster? Odd, very odd. Whenever someone new is posted in from somewhere, his medical docket will usually come within the week. I know this, cos I used to collect medical dockets over all the camps in Singapore.
For this, all you need is to send someone to Tekong to collect it. That's all. -
Call your MP(member of parliment) don't wait till your health deteroiates to an irreversible stage...
Tell him its a matter of your health and safety and I am sure he will respond to you.
If you leave it to the Army and anything happen to you, they will just say 'Sorry' at most....
If that is how they are treating you then you don't owe them anything... Just get the MP to send a letter down or call... It is really useful.
Don't mess around with your health.

It took me half a year to get a Medical Board done at OETI in 2003. I'm not surprised it takes that long now. There were a lot of nasty things going on in that place, with regards to upper management. But I shall not go into details here.
For the threadstarter, the only way now is for you to report sick at the Medical Center whenever you feel unwell, and continue to press your case to the MO.
I assume you are in AVTW, try speaking to the CSM too?Your PC is a WO right?I guess he might feel unable to do anything, as do most WOs posted there to be PCs. Try talking to the 2IC or OC too. There's still a chain of command even for your condition.
But don't blindly go about doing your tasks if they put you in injury and sickness' way. If the MO sees you long enough, I'll think your docket will appear. Somehow, OETI still used paper dockets then..not sure about now though. -

Poor boy. Be brave and speak up for yourself. I do not follow chain of command that much and if i got problems i str8away go up to higher level.
For your case, since your PC is turning a blind eye then u be blind yourself and go str8 to CO.

get a hospital specialist (best if it is a senior consultant) to verify that the recent respiratory infection is linked to your vocation, and ur worsening skin condition. get that memo and show it to the MO to endorse, (if he gives u that docket reason, ask isn't it computerised with PACES?). next photocopy it and then type a formal letter address it to ur PC, and CC it to OC and S1. if he still continue to ignore u, go to the next level... his immediate superior.
a lot of the vocation postings are screwed up. although CPC is the central personnel posting centre, some posting orders after u attended the various vocational courses are actually done by some admin lcp or cpl clerks... -

Wonder why the heck CPC can send him there in the first place. Doesn't anyone read the Vocational Advisory anymore? -
the advisory is hidden in the intranet, unless someone even bother to search for it. y cant MINDEF invest in a good and reliable posting system? with modules that intelligently omit vocations that personnel cant be posted to due to his PES and additional medical conditions?

and for that poor chap, u think the SAF Safety Hotline helps? safety concern leh... the recent cdo LTA death is due to training, if #touch wood#, this guy tio serious perm damage to his health, the effect is frankly laughable... reason: due to vocation posting and unconcerned superiors, then publicise and SAF suffers a shock to its reputation again... -
Yep, as what the others have said, go and endorse your specialist letter. Just report sick but find out first what timing the MO is "free" to make the appropriate visit. This is because the MC is ususally flooded in the morning, typically in camps all over sg.
(Funny but it is true) So if u go in this period, the MO may hack care u one.
Let the MO do his job first but if he fails to take appropriate action, go to ur specialist (with ur family,if can employ ur hordes of relatives and bombard ur specialist), request him to write a more harsher letter or ask him to call the MO. If ur specialist is respected figure in the medical community it would be better.
Ya, it may be extreme but most MOs I come across are the bo hiew and hack care types so must use the rod against regardless if there are the good ones.
Ususally, going to the MO shld be enough liao because he can put ppl OOC but if u want to talk to ur PC, S1 or CO. Please go via proper channel hor dun skipped and go directly CO.
My view on this is simple, if ur medical condition is geniue, is backed by specialist (in ur case shld be from NSC) and continue in ur current working enviroment will worsen ur condition then u must take action liao. It is ur life dun let 2 years of NS make u suffer the rest of ur life. -
Please consult this matter with ur mother n father. what i can say is that, with the specialist letter, it is not enough. you must be persistent. by that i mean,
1. see the MO constantly and tell him the seriousness of ur condition. for eg, what irritates u and aggrevates ur condition to the point of u (almost) "dying".
2. yes, return to ur private doctor (specialist) and let him/her understand what has been going on in camp. explain how things are plainly and most important relate matters truthfully but giving grace (benefit of doubt) to ur superiors. ask for another stronger worded letter from the specialist which may allow u to excess the Medical Board sooner. in this letter, hopefully ur specialist will be kind enough to excuse u from uniform etc. especially from dusty, oily, greasy and metalic environment. u really need an air-con environment.
3. seek out ur MP's advise together with ur parents. meet ur MP and discuss how this can be resolved quickly as it is health matters. i'm sure if u convinced ur MP that u r genuinely not trying to avoid NS liability but rather due to poor health conditions, he/she will help out. but use this as one of ur last resolve ultimatum).
4. and lastly, stay positive, bro. nothing beats u down than urself. keep ur spirits up and perform whatever tasks that's tasked to u or ur team in ur best know-how. don't isolate urself bcos of ur illness but associate and bridge relationships to the best of ability.
dun be fearful bcos no one wishes themselves to be sick. eczema is truly a "rich-man's" illness...no cure (as yet), needs constant air-conditioning (depending on ur kind of eczema) and not to mention sometimes it itches like !@#@#%$$^%$^*

I also have eczema and it's in a sort of on-off good-bad condition. But my vocation in NS is as a PES B signaller in an armour unit and I'd never had any problems with outfield in the 'A' Vehicles. But whenever my skin gets quite bad I'd go to the MO to get excuse uniform. But I've never downgraded. Perhaps your condition is caused by different things from mine. It'll be helpful if you can do allergy test to determine whether your eczema is aggravated by exposure to dust or grease. If so then your chances of downgrading or re-vocationing is higher.
As for writing to your MP, I suggest that you exhaust all possible avenues within your unit first before doing so, as I've heard that you can be charged for going to your MP without passing through the chain of command first. -
Went to the MO today again. Unluckily he was just a replacement for our camp's MO for today. He told me even with my 2 specialist letter from NSC, both coming from profs, 1 from england the other local. He said if he was my camp MO he wouldn't even excuse me uniform at all.
Got back to normal duties today, made to do extra sai kang cause superiors believed my A&E case wasn't serious even thou i was coughing badly. =( I'm seriously at a blur. Chief clerk told me the medical dockets would be coming in by wednesday and my CSM is out on standby for a week. Standing in his place is a MSG who's rather nice but still told me he can't do anything abt my case. My PC hinted that i could go ahead and see the OC and CO on this matter but it won't help at all so i seriously am wondering what is going on.
My enzema seriousness is up to the point whereby when there's sweat/sand/oil or any other foreign stuff that comes into contact with the affected area it will just exaggerbate and start bleeding and stuff till the point whereby my steriod cream don't help. My cream has just been upgraded from 1% to a 3% content rating of steriod strength and i don't like it. Will calling the SAF hotline help? I'm still asking around for help but already 1 week into this unit and many of the staffs, masters and WOs think i'm keng-ing already.
Bah.. I'm trying to make the best outta army and all it seems is trying to bring me down. ~_~ -
I feel very sorry for you. I'd gone to get excuse uniform from my camp's MO before with a letter from an NSC registrar (a trainee, not even a full specialist) and got it without any hesitation from the MO. Nevertheless, despite your misgivings, I suggest that you speak to your OC/CO, perhaps together with your parents. If they do not want to or cannot help you, then approach your MP. -
1) go to the next person in the chain of command. (oc, csm, co bla bla bla)
2) ask s1 branch to quickly go collect the dockets.
3) go find mp.
4) call saf hotline.
5) when all else fails, go commit suicide. -
oh ya, u might wanna complain abt yr pc to the person next in command abt his heck care attitude.
