Yes, you are right, only the nett points will be considered. Therefore, if the declared COP of a certain JC is 10, the college is not allowed to reject any applicants with a nett grade of 9 or below (with exceptions for those who failed their English and for international students). For those students who score exact 10 nett points, different colleges may have their own preference in ranking and selection (e.g. raw points/English Grade/A Maths Grade/CCA etc) and there is no fixed answer.

JAE, JPSAE posting results out on Jan 30
SINGAPORE: The Education Ministry will release the posting results for the 2012 Joint Admissions Exercise (JAE) and the Joint Polytechnic Special Admissions Exercise (JPSAE) on Monday, January 30 at 8.00 am.
The ministry said students can obtain their posting results via the following channels:
• JAE-Internet System (JAE-IS) that is accessible through the JAE website at www.moe.gov.sg/education/admissions/jae; and
• Short Messaging System (SMS) to the mobile phone number provided by the applicant during registration.
Candidates posted to a junior college (JC) or the Millennia Institute (MI) should report to these institutions on Tuesday, January 31 at 7.30 am.
Candidates posted to a polytechnic or Institute of Technical Education (ITE) course will receive further instructions via an enrolment package from the respective institutions by mail.
Applicants who wish to appeal for a transfer to another JC, ITE or the MI should approach the institution of their choice directly.
Students who wish to make an appeal either for a place in a polytechnic diploma course or seek a transfer to another diploma course can do so via the Centralised Joint Polytechnic JAE appeal system from 9.00 am on January 30, to 4.00 pm on February 1.

Quite a number of students came from sgforums today! I sincerely thank everyone for coming! I seriously didn't expect it given it was quite a last minute affair.
