they just can't access that info, simple as that. if you lie, they'll never know. but if they do find out your background by any circumstance, they have the rights take legal action against you. usually, even if they found out, it's usually dismissal.
that aside, say, wasn't there a singaporean ceo who got caught using a fake resume and sued, resulting in him ordered to pay back whatever salary he has thus drawn from his company?
that said, most companies will not even bother to do a check on you... so yea, i guess it's safe to lie. happy hunting.
