How would I be able to cash in the cheque without a bank account in Singapore? Can the cheque be mailed to me overseas and cash into my Australia bank account?

quite obvious right? gst offset is for gst (in sg).
You want to cash such a cheque, you cash it in a bank that has a branch in the country you are going to. Do not bring the cash overseas unless you tranferred it into traveller's cheque.
i dont think u need this money at all...
go ask ur australian govt to give u gst offset money since u living in australia now...
