SIC has reportedly spent around US$20 million a year to gain the rights of holding the race from the Federation of International Automotive (FIA).

From what you have quoted, the US$3b is the cost to built the F1 facilities AND RELATED INFRASTRUCTURE. And before you find out what is these infrastructure, dont you think it is a little premature to jump into the conclusion that these are F1 or motor racing related cost?
