Having sex may not mean lust. Love could motivate the act instead of lust.
Not having sex also doesn't mean there's love. It only tells that two party is not interested or their values restricted them in the area of physical intimacy.
If you know what love is, then you'll see the difference when lust reveals.
Sex is not necessary, however expression of Love could be thru sexual acts too.
