It's very chicken & egg, & depends on an individual's opinion. Some feel that it's better to know you can love a person before you start wooing her, & some feel that when you're chasing a person, through interaction, you'll know whether or Not you'll love her.
Go with what you feel is best for you, & the situation you are in
