  From what he does so far, it's inconclusive. And you shouldn't jump into conclusions either. Step it up a notch or two. Talk to him over the phone more frequently. Flirt casually with him and see his response. Go out with him. Then you can see his intentions more clearly.
  
  Also, you have to know if he normally treats all his friends the same way?
