Looking at strangers, who look back

As i take the buses and trains, and rest my eyes occasionally at the ladies that somehow manage to hold my gaze, i'm somehow confused as to what i should do, when one of them looks back at me.
I usually hold the gaze for a while longer, before breaking off.
I remember once i had this 'staring session' with this girl, who eventually got a seat 2 spaces away, she could have sat beside me but she didn't.
I'm assuming that she just thinks i'm being rude here.
Then there's this situation in the bus, where i caught a girl in a group of 4 looking at me.
I was kinda surprised when she looked over, and i held her gaze for only moments before i returned to my game. When i realised that she's still looking, i started to get a bit self-conscious, and then looked over for a bit.
Hmm, i was a bit too stunned to smile back, if you get what i mean.
And also, just this morning, i caught a glimps of this young lady as i was making my way to the back of the bus, she did look over once, and once more when she was leaving the bus.
These are the isolated incidents i remember.
Guys and girls, i could use some advice.
What do you think i should do the next time this happens?
Do you think the chances of me getting their numbers would be high? That is, if i could ever muster the courage to walk over and ask that is.

but i tell you the odds of getting into a r/s with strangers is very low. there is no common friend and no trust factor. besides even if you are the clone of Jerry Yen you might still get rejected. -

But surely at some time of your life, good looking or not, people will look at you more than once... and you know your fly isn't down.
I just want to er, solve the mystery of it or something, don't just think i'm desperate thanks.

i believe girls always get such stares when they are outside alone.
what to do ar? Usually I ignore.. but if I think the other party is rude (especially foreign worker) then I open up my eyes big big and stare back. -
