  This is another sad case but never feel let down.
  
  There's always solutions.
  
  Tuition, part-time work like waitering or retail assistant, selling insurance(only work out if you are very persistent), etc but no MLMs(especially Bel'air)...

  Seriously, if your sis is studying in tertiary institutions, there should be some loan schemes available to her from her institution. Why not advise her to go find out more details about them?

  I dun think there is interest free loan. hmmm wat about studying part time so that can work and study at the same time. Although this can be quite tiring but then it is quite practical cos able to have the income to pay loan and also able to study. Moreover can be a good thing cos can gain working experiences at the same time too. If for NTU or NUS or SMU... There is this bank loan where you pay the education loan only after graduate. So shouldnt be a problem. If for SIM or other private school. Maybe can borrow half from the bank and another half work some part time to clear it off so that do not have to pay so much interest. There are just suggestions... Hope is useful.

  as others have mentioned, try the uni, then some of the private charity foundations / trusts...next, your mp should be eager to help to score some points. you can also call up new paper to share your story if you're not too shy. finally if the cold and unfeeling world rejects you, get a student loan but you need quarantors, good luck finding one..
