Recommend you do the Great Ocean road, Grampians, Yarra Valley, Philip island, Ballarat .
If you want more challanging drive - The great alpine Road . But it is a long drive.
Hotel if do not have car - Try Ibis hotel or radisson hotel.
Yes there are hotels around that area you mention, the price my be higher as it is in city center. Ibis is right next to victorial market, only 10min walk to city center. Also i think with joining a local tour for places like Ocean Road allows me to sit back and relax, not stress about planning the driving route, and allow time for getting lost. Yes, i know renting a car will allow me the freedom of stopovers at interesting places.
From what i gathered from some guide books, for accommodation wisde, it seems area around Swanston Street, Lonsdale Street, Bourke Street, Collins Street is quite good, in that it's just walking distance away from all the shopping areas.
Flinders Street is good for being near to the tram and train central. So it's accessible to everywhere. And it's next to Yarra river.
Is there anything to do at night in Melbourne? I heard the shops close quite early.

Melbourne is ok - large asian community . Even in Canberra and when I lived in Sydney, I was ok. Most of the time it is just misunderstandings that occur and make it appear that the Aussies are racist when they are actually not. Oh ya people can be outspoken in Australia. Don't let anyone talk down to you.
