I am not blaming him for saying that. It's just that when he says that, I get confused because I assume that if a person likes you, he/she naturally wants to be with the person.And if like what you said, he likes me but does not want to be in a relationship, how am I supposed to react to that?

He does naturally wants to be with you but at the same time, trying not to commit or be committed.
Simple. Bottomline : Dont ever let him drag you into his time wasting. If you want commitment, just tell him that you want commitment and prove it. Or else, you can just continue your drama with him by giving him indirect and hinting replies.

Sigh... these kind of guys... That what I thought and felt too in your above quote.
A guy friend once told me, you will forget the person if you're able to find another person with whom you can go into a relationship with. By that time, you'd be focusing so much on your new beloved that you won't have the time and energy to think about your past crush. By insinuating crush, I mean a liking that will never bear fruits.
