Hi Rayne87,
For the first part, it means that they will not charge you for late payments.
For the second part, it means that they will subject you to further collection activities though, if they do not receive payment from you soon.
Collection activities refer to sending letters, making calls to your home, and ultimately, going to your house to look for you.

Sending such a letter will be considered a collection activity. But as to whether they will do that or not, I am sorry to say that I have no answer to it.
