Even if you had been a naughty child, no human being should be subjected to such horrible treatment. Only a pyschologically impaired person will do such deeds. Your dad may not even be able to stop her.
The police will investigate the case, and with the full authority of our society, to assign counsellors for you both and even medical care for your mom.
