You should stop him from taking physical advantage of you. I believe that you are interested in him, and that is the reason why you are trying to get closer to him. However, as he has blatantly put it, you are nothing more than a "close friend" to him.
I apologise to you for saying so, but I am sincerely worried that if you continue to attempt to get closer to him, he may view you as someone who is cheap enough for him to take sexual advantage of.

well in my opinion if he told you before that we are just friends i mean the closer ones then maybe he doesnt wanna get further with the relationship and is enjoying to be your friend, or maybe he is afraid of getting committed...
i would suggest you not to propose him or something...if u like him just keep it secret and give him a chance to express...make him feel more comfortable with u...take him to some quite place like a beach side or somewhere and talk to him openly that what does he think that can you friendship take a step further and see how he reacts...if he puts it into a laugh then he is not serious about it...
dont just be too easy for him...and ask him to confess if he has anything for you in his heart...

Since you don't mind his arm around your waist, you should let him know and he should be surprised enough to loose his arm around your waist.Guys will usually back off a bit from their act whenever they're being sexposed.
