This is normal, it is just a teenage phase.
Do advise her on dangers on the net, especially meeting strangers, or, sending intimate pictures through the internet.
I believe that is what the mother can do.

The thing is, you need to find out is she lying first or not...
Is she telling you the truth that she is just gonna chat and nothing else...
Or she lied that she is just gonna chat, but wanting to meet that person...
