if his client confides in him that he has committed a crime?
if the client is a teenager, who was made to see a counsellor as he was caught for stealing before... and after several months of counselling the client suddenly tells the counsellor that he has actually gone back to stealing recently, cos he needed money as his family is poor and he could find no other ways...? -
persuade the client to confess and turn in...

Okay, I don't know what the rules are in Singapore, so I'm writing upon the assumption that they adopt the same general rules used in Australia.
Counsellors are not subject to client-counsellor privileges - they're not protected by confidentiality rules like doctors or lawyers. However, they are not obliged to report if it doesn't involve abuse or harm to life and limb.
In this case, I'd need to know more details. Who referred the kid to the counsellor and what was the working arrangement? It might be that by the working arrangement, the counsellor may be obliged to report the theft. If no such condition exists, I would not report it, and instead aim to have the kid return the stolen item, and take a look at the family's financial situation. -
get him a job but don't turn him in,he confide in u means he trust u as a good friend,so don't break his trust

Advise him that if he continues to do this, he will get caught sooner or later. What will happen to his family if he gets caught? Ask him to think of all the trouble created because of him.

i realise teaching money management to youngsters is realli tough... anyone has any ideas? i mean if one can be taught how to manage his spending properly he prob would have less problems with thinking of earning money and all...

Money mgt actually has to be instilled in children from young. It gets tougher & tougher as the child grows up.
I think I got my reality check when I started working, & tt was when I realised tt $ was really difficult to earn. That's when I started to really manage my $.
