Must consider the fact that if adding on 173 to terminate at Clementi Int, will definitely cause more congestion in the interchange during peak hours.

Bad move ... while this will relieve the loading on 302 / 307, it will cause a big jam at the bus stop outside CCK MRT, and will not help Yew Tee residents going to BPJ (as it would be competition with Ave 5/7 residents). Besides 983 is serving its purpose well along Ave 5. Better to adjust 302 / 979 to make them more efficient.
This is a very bold route suggestion. It plies a very sensitive area of Singapore.

The route length is 32.26 kilometers. The travel time is up to 96 minutes.
From Boon Lay Bus Interchange, it takes up to 28 minutes to travel to Ngee Ann Polytechnic, which is about the same as journeys made on the existing bus services and on the MRT.
It could provide a faster alternative than bus service 154 for travel between the Boon Lay Bus Interchange and Clementi Road.
I understand there is the traffic congestion problem at Clementi Road. As such, I would like to recommend no-operation of this bus service on weekdays (excluding public holidays) from 7am to 9am, and from 6pm to 8pm. Rather than let the bus and the passengers waste time getting stuck in a jam, it would be better if the bus runs only when the route is smooth-sailing and the passengers board the bus only when they could get to their destination on time.

Regarding the no-operation hours, are you insane? Everywhere is jammed... So are you saying we shouldn't have any bus services during peak hours? Instead, having better public transport services is an effective way to reduce traffic congestion problem as it can encourage more people to switch to public transport. Not the other way round where bus services are not created or shut down just because they seem to jam the roads.
Also, Clementi Rd expansion is under construction and I believe will finish soon. That will ease the congestion along Clementi Rd. Then the only problem would be at the Clementi Rd / Bukit Timah Rd junction where buses turning from Clementi Rd to Bt Timah Rd (to city) will face problems. But that's not applicable for your suggested service because it turns left at the junction.

Valide points. I agree with you that BB to BPJ is already well served. But my proposed 71 does not service BPJ at all if you had read carefully. It's more of an enhancement to BB-Beauty World as the fastest link between BB and DTL2. DTL2 will provide a more direct link to Newton, Little India, Bugis and Marina Bay areas and BB should enjoy this as well given its proximity. Also BB West Av 8 is really terribly underserved. Given how close it is to Jurong Town Hall Rd and by extension Jurong East, it deserves a connection there. Finally, most of the streets I am serving do not have a Beauty World or a Jurong East link.
Your suggestion of going into the private housing estates of Chestnut is not necessary given the presence of 184 along Cashew Dr and the corresponding enhancement 71 will provide. Doing so will compromise service to Dairy Farm Rd where you will find more demand from condominiums. Also, these are narrow roads so a bi-directional service may not work especially when residents want to park outside.
Anyways, I just had a revelation on how to make 42 more useful!

Essentially I have reversed the order from Lengkong 3/4 > Opera, to Opera > Lengkong 3/4 > Marine Parade ext. This would provide direct access for Lengkong 3/4 to Marine Parade (ala 47 :P). If coming from Marine Parade, residents can do a simple same stop transfer at Kembangan Stn. Also, if heading to Parkway, residents do a same stop transfer along Marine Parade Rd.
Will also provide direct access for full stretch of Frankel/Siglap, Siglap Ctr, Mandarin Gardens etc to Kembangan MRT/Changi Rd area.
Serves Frankel Avenue in both directions except Aft Coldstream Av, Bef Roseburn Avenue bus stops. Residents can walk up to Siglap Dr or walk to East Coast Rd. Serves Siglap Rd in one direction except Flamingo Valley. Coverage of Siglap Rd provided via Siglap Ctr.
No duplication with the old route at all and all streets served by the old route are still covered.
New route is about 12 km versus 5.8 km for the old route, on par with 92.
This will require a fleet add from the current 3 to possibly 6 to maintain current headways. C'mon 3 BSEP buses, please la LTA!

Can try this one, though I doubt if there is really a need for a new service, given so many Buona Vista services around there that can simply be diverted (i.e. 92/200).
