Taiwan did not declare independence in 1949. They were trying to gain regconition from the world as the real China after being defeated in 1949 by Mao. Their tone only switch in the last decade after Lee Teng Hui became president. In fact, they have been trying to reconcil in the 80s/90s and Singapore serve as a ground for communication back then.
That said, who says they cannot change their mind
