Because the hair in that region has been pressed against the skin by the clothes you are wearing. They were originally straight, but due to the fact that they are subjected to an amount of force, the hair slowly curls up.

They are unlike the hair strands on our head... since you only attain these armpit and pubic hair when you reach puberty... these hair strands are under hormonic influence (if I can recall correctly, it should be one of the androgens)...
About how it influences it to become curly, I can't really provide an explanation... but the hypotheses sounds quite feasible... -
