Tried the highway besides the airport runway. Not exactly a park.
but tried East Coast carpark G, and the one near to Fort Road before.
Also tried Marina South carpark on weekend nights after 1pm...
saw a few kakis there. I mean someone who is also doing after mid-night hunting...
wanted to try Mt faber... always lots of people.
Tried Labardor park Carpark. both A and B and also anywhere ard the area if car park is full.
Always the aircon is not strong enough... if want to get away, always foggy... -

Any park in Singapore which is pretty open. My strategy is this.... it is safer, you and your partner can see who is peeping or who is creeping up on you. It is actually dangerous to do it behind trees or in the bushes. Somebody could creep up and peep on you or do something worse.
Even in a car, my gf and I caught someone hiding behind the rear wheel and trying to peep through the passenger windows. We think he had a good view for a few minutes of my girl friend on top of me and of my gf's behind. The only consolation is that he must really feel frustrated not being able to participate. -
