One will be built at Marina Bayfront, and the other at Sentosa.
Speaking in Parliament, Mr Lee said that when the idea was first mooted, he was personally against one.
But the environment has changed, particularly in the tourism industry.
While Singapore's tourism numbers have been increasing, market share has been falling.
He said realising the ideas to make Singapore a place that has 'buzz' is not so easy and that Singapore cannot stand still.
Singapore cannot afford to lose out in the tourism game as many jobs are at stake, even Singapore's position as an airhub.
Many cities around the world are reinventing themselves, including New York, London and Paris and Singapore cannot to stay still, he said.
The third point he wanted to make was that the casino will be in an integrated resort, and a small but essential part of the project which makes it feasible.
And because of this, there is no need to have government grants for the resort, he said. - CNA /ct

If the proposal were sort of not serious proposals that focused only on gambling and the gaming portion, then I think we would have come up with a different consideration. But because the proposals were very serious ones, which have considerable contact beyond the gaming, this merited very serious consideration.
Seriously, I don't like his argument. If the govt seriously don't want a casino, why would they invite proposals?
An analogy I thought of: A rich man want to know whether durians taste good. Therefore, he invited durian planters to plant a durian tree in his backyard, so he can know whether durians taste good. The offer was that if the durians taste good, the rich man will give him land to build a durian plantation. In such a case, the durian planters of course will put out their best durian seeds, like D24, X-O etc.
In the end, the durian tree grew, the rich man picked the first durian that dropped and say "hey, this taste good, okay, you can have the land to plant all the durians you want. of course, don't forget to give me some durians from time to time".
