I'm sorry about your loss. Most dog owners I know are responsible.. They train their dogs not to bark. Mine are trained to at most bark once in greeting when I get home as I prefer 'hello' in the form of a lick and wagging tail rather than a resounding woof. They very rarely even bark in greeting at night, unless I purposely creep up to the door so they suspect it's not me. My dogs don't bark at strangers either, until my neighbour once asked me if my dogs were real dogs lol.
Anyway, maybe you can suggest to your neighbour that the barking is a bit too loud and a bit too often. There shouldn't be a breed excuse, as one of my dogs is a Jack Russell and she never ever barks unless she's really really suspicious of someone loitering in the corridor.
I think sometimes dog owners forget that not everyone is appreciative of dogs and they must accept it. For example when someone is really frightened of my unleashed dog who comes up close I will shout across, "Just kick him/her if he/she pesters you" But of course I would not tolerate a person chasing a dog long after the dog has backed away. Till today, it has never been put in practice.
There was this time when my unleashed dog was on the grass, and he loves to run on grass, so I let him, and he came within 3 meters of a I'm assuming Muslim couple (tudung). The girl was startled but not frantic with fear and didn't say anything, the guy, perhaps egoistic or something, wanted to beat my dog and yelled at my girlfriend to control him plus stared at her fiercely even after she made an apology which in my view was not absolutely necessary. After she told me about it I wasn't really happy because I see a lot of cats running around in the neighbourhood and I don't see anyone wanting to beat one up no matter how close they get. Besides my dog was running past and away from the couple at a distance of 3 meters, I didn't see how he was affecting them since they were on the pavement.
Maybe the next time you see someone's dog going you can gently offer a plastic bag in a friendly manner.. good luck!
