Unfortunately, thats a great fallacy for several reasons:
(1) If its the first confontation on the streets, you would probably melt and spend time wondering what to do. Your knees will go soft, you will have tunnel vision, your mind will be confused, you will "freeze" a little, your adrenaline will flow, your heart will pump and you will feel fatique.
(2) Meanwhile, the attacker will get you before you can even get out of shock mode to react.
(3) Its not as easy to kick a person's balls as you think. Try kicking a moving target for a start and you'll know what I mean. An attacker is not only a moving target....he is also a target which can hit back!
(4) An experienced street fighter will always be looking out for kicks coming that direction, and will have his own counter moves against such moves.
(5) An experienced street fighter may have weapons.
(6) An experienced street fighter will be able to keep you flinching or covering up.....and you will have no balance, and can't catch your tempo, to counter-attack.
(7) If the kick is not hard enough, it will not knock the person out. He will be able to ignore the pain and continue attacking you.

Often, there are multiple attackers, not just one. Often, they won't stand in front of you and tell you that they are going to attack you too....
