Irritating neighbours

I live in a home where on my left lives a damn kumlan Malay family who always like to sing karaoke loud loud and kpkb. The noise level they generated always rock the entire storey like they owned the whole block. This will go on for 3 hours every day. Well actually I do not mind if the voice is good but if u keep listening to a zou yin bai chi for that long, I think u all will be as tu lan as i am. On my rite lives an Indian family where got the indian wife likes to shout all the time at her children. Seriously I tink she got some mental problems and u ken even hear her shouting away when u r at the 1st storey of the flat. Worse still is the fact tat they like to listen to radio late in the nite thru the next morining and i was the suai kia to have to endure this commotion as I am a light sleeper. Tried to call police but my mum stopped me for fear of their 'revenge' as both my parents and I are working and no one is at home during the day. Any good suggestions to keep them in check? -
pretend to be the upstairs neighbour when complaining to the cops

Tried b4 to tell them nicely but the malay family kids very gualan. They r teenagers bout 17-18 years old and they will purposely turn on the volume even more. Tink goin to go mad at the rate this continues -
I'm good at forging documents, I would type an official looking letter from HDB telling them that this is a 'last warning' to STFU or their flat will be re-possessed.

Lol... Report police easiest what... They also won't know who is the unit who report since the whole block is disturbed by them..

i have already checked. the police dont handle such cases. the only way is to bring them to CMC. but it is useless coz they are only mediators. i faced the same problems with my neighbours too. drag furniture, burn incense, laundry, cigarette butts etc.
