I think S$10k is quite insufficient for getting married, since nowadays many people hold their weddings at hotels. It'll be S$80-120 per table....and you will likely need more than 10 tables (probably closer to 30 at least). And on top of that, there are many many other costs other than the wedding dinner. The good news is that you will recoup a big portion of the dinner costs from guest angpows.
S$40k in CPF is actually not hard to attain, if you've been working for a few years already (and I assume that most people work for quite a few years before getting married). Should be possible for most people in their late 20's.
Car is not necessary for marriage lah....unless you like to use the car sometimes instead of the bed. Actually, it can be quite exciting

Age of late 20's to early 30's would be ideal, but not necessary. The correct age to get married is when you're in love enough to be married.
Who pays for the wedding is decided on a case-to-case basis. Usually, it is shared if both parties are working and/or can afford to contribute. But there are exceptions.
